The Council

The Council

As Clifton College is a charity, an elected Council governs it.

The Council delegates the day to day running of the College to the College Executive Committee (CEC), which consists of the Head of College, who is also Head Master of the Upper School; the Head of the Preparatory School; the Assistant Head of the Preparatory School; and the Bursar.

The Council also appoints committees to assist the CEC with the management of College affairs.

Alison Streatfeild-James, Dob 4.1.64. MA Oxon Jurisprudence 1985. Called to the bar in 1987. Practices as commercial barrister and mediator from 4 Pump Court. Parent with four children having attended Clifton College. Served as Trustee and Director of National Executive Committee of CPRE. Trustee of Bath Preservation Trust. Bencher at the Middle Temple. Chairman of Preparatory School Visiting Board. Appointed Governor 2006. Co-opted to Council 2006. Vice Chairman of the College 2010 - 2016. Chair of College 2016.

Nick Tolchard, Dob 24.9.62.  OC (LS, TT, ST (P), ST 1970-1980).  BSc (Geophysics) Southampton University (1981-84).  Senior roles in Asset Management industry since 1984.  Joined Invesco Asset Management in 2000, now CEO of Sovereign Investors, Middle East and Africa. Member of Old Cliftonian Executive Committee since 2002, Chairman since 2007, President since November 2013.  Trustee of Clifton College Endowment Fund and Founding Trustee of Clifton College Development Trust.  Three daughters one at Butcombe since 2011.   Appointed Governor 2011. Co-opted to Council 2013. Appointed Vice Chair 2016.

Stuart Smith WebMr Stuart Smith

Stuart Smith, BSc, DPhil, FCA. Parent of 5 OCs. Stuart has had a career in professional services with first PricewaterhouseCoopers and more recently Deloitte. During his career he has worked in a number of locations , in addition to the UK, in the US, Germany, Middle East, Russia, Ukraine and China and most recently Vietnam. He has 25 years’ experience working in Corporate Finance for private equity and corporate clients across a broad range of industrial sectors. He is now retired and based in Bristol. Appointed Governor 2011, Co-opted to Council 2012 and Treasurer 2013.

Teresa Fisk WebMs Teresa Fisk

Teresa Fisk, M.A, Cambridge. Teresa is a partner with KPMG’s Internal Audit, Risk and Compliance Services practice, and leads this practice in the South region working with a variety of clients in the public and private sectors. Teresa has been a member of the Bath Spa University Audit Committee since June 2011 and was appointed a Governor and Convenor of the Audit Committee in November 2012.  Teresa previously held senior finance and internal audit roles within industry. She has a MA in Theology from Clare College, Cambridge and is a member of the Institute of Chartered Accountants in England and Wales.  Appointed Governor 2012. Co-opted to Council 2013.

Cricket & Rugby.  BSc in Mineral Exploitation, Cardiff University (1982-1984), Chartered Accountant.  Parent to OCs.  Employment History: Director of Consultancy at Network Training (Taunton) Ltd (part of Tribal Group from 2000) 1997-2004.  Partner at Bentley Jenison 1995-1997, Senior Finance Officer, Further Education Funding Council 1992-1995, Coopers & Lybrand 1984-1992 – qualified as a chartered accountant in the Bristol Office and left as a Manager.  Currently  Founding Partner, FE Associates, an interim management and consultancy business serving the Further Education and Schools Academy sectors.   Played  cricket for Gloucestershire and Wiltshire.  Married to Amanda, a retired solicitor.  3 children, Benjamin, OC (who went to Clifton Pre before moving on to BGS), Clare OC, (WT 2006-2010) and Naomi OC.  Appointed Governor 2011. Co-opted to Council 2013.

Lyn Harradine, BA, RGN (Guys Hospital), DipHV, Cert Ed FE.  Experienced teacher, musician and health visitor.  Involved with Pre choir, local orchestras and the arts.   Particular interest in the healthy schools initiative and the development of music at the College.  Interest in athletics, real tennis, sports.  Appointed Governor 2006.  Co-opted to Council 2012.

Peter McCarthy,  BSc MBA C.Eng FIET, Dob 15.08.48.  Posts in production, research, marketing and general management in UK, Italy and France with Pirelli/GEC/Thorn EMI up to 1981.  Founder, CEO and Chairman of Telecom Potential Group plc 1982-2003, Chairman, Business Incubation SW (SWRDA) 2004-2006, Founder and Director of Aviation Briefing Ltd, currently Managing Director Clevedon Hall Ltd and Radius Enterprise Centre, Chair of the Faculty of Business and Law Advisory Board, UWE.  Son and two daughters educated at Clifton.  Appointed Governor 2011.  Co-opted to Council 2013.

Richard Morris WebBrigadier Richard Morris

Richard Morris, BA Exeter University. Professional soldier for over 30 years.  Commissioned from RMA Sandhurst into the 4th/7th Royal Dragoon Guards he has a wide ranging military career with tours of duty in Germany, England, Northern Ireland, the US and Canada including command of his Regiment and subsequently a Brigade.  He is now retired from the Army and is Treasurer (Chief Executive) to the Merchant Venturers.  A member of the SMV Education Committee and involved in the creation of Merchants' Academy, Withywood and Colston Girl's School Academy.  A Governor of both schools and Colston's.  Married to Tricia, a qualified solicitor, he has two sons and a daughter.  Appointed Governor 2011.  Co-opted to Council 2011.

Hector Sants WebSir Hector Sants

Sir Hector Sants oc (BH1973) MA (Psychology and Philosophy) University of Oxford. Hector’s professional career began at stockbrokers Phillips and Drew where he became a partner; this was followed by a number of senior management roles at Union Bank of Switzerland, Donaldson, Lufkin & Jenrette, and Credit Suisse. In 2004 he became a Managing Director of the Financial Services Authority, and was the Chief Executive from July 2007 until July 2012. He has since worked at Barclays and is now the Vice Chairman and partner at the managing consulting firm Oliver Wyman and the Chairman of Julius Baer International. Apart from Finance Services, Hector is the Chair for the Archbishop of Canterbury Task Group on responsible credit and savings; and the Chair of Stepchange the UK’s leading Debt Advice Centre.  Previously he was the Chair of Oxford Business School.

Richard Cartwright, Partner at Saffery Champness, Chartered Accountants. Member of the Chartered Institute of Taxation having previously worked at PWC and KPMG. Tax Specialist and Advisor to many families, trustees and entrepreneurial business owners. Previous member of the Fund Development Committee at Quartet Community Foundation. Current member of the Guild of Guardians at the Mansion House in Bristol. Appointed Council Member in September 2015.

Julian Hemming WebMr Julian Hemming

Julian Hemming Employment Law partner at Osborne Clarke LLP, MA (Cantab), LL.M (UCL), solicitor. Julian has undertaken a wide range of roles at Osborne Clarke LLP and he is currently Co-Chair of Osborne Clarke's International Employment Law practice. In addition, Julian has been Chairman of the Employment Lawyers' Association; a director of Lifeskills Learning For Living; a governor of Whitehall Primary School; Chairman of the Bristol Real Tennis Club and currently a Board Member of WE Care & Repair. Julian also has a keen interest in the arts and sports and he is a qualified football coach.  Julian's son was educated at Clifton and left after A level in 2016.

Currently, Julian is focusing particularly on the Prep and the Pre-prep and also on learning support at Clifton. Appointed Council Member in January 2016.

OC (PH 1983). Career in financial markets since leaving school. Founder and owner of JB Drax Honoré, the world’s largest broker of exchange traded interest rate options. Appointed Governor 2009. Appointed Council member in February 2016.

Fiona Francombe WebMrs Fiona Francombe

Fiona Francombe is Site Director of The Bottle Yard Studios in Bristol, which offers studios and space to television, film and media companies. She began her career in theatre (including Manchester Royal Exchange and the Royal Shakespeare Company), then joined the BBC’s Drama department in London to work on their high-profile drama productions. Several years later she moved to Bristol to became a freelance Location Manager,spending 14 years working in Bristol, Bath and the West Country. Fiona was instrumental in establishing The Bottle Yard Studios and has managed the 7 acre site since the Bristol City Council initiative opened in 2010. She has built it into a thriving production hub, well-established as a major competitor on the UK studios scene, with a proven track record of accommodating high calibre, big budget titles from the UK and overseas.  She sits on the Board for The Production Guild, on the Royal Television Society West committee, and on other strategic boards and panels both within the television industry and in Bristol itself, including the BBC Partnership Talent Group. Appointed Council Member in September 2016.
